Who Has Legal Responsibility?

| Commercial Duty Holders | Must identify and manage all asbestos-containing materials in occupied non-domestic premises. This includes maintaining an asbestos register, an asbestos management plan, and ensuring staff are informed of risks. |
| Residential Landlords (Communal) | Must manage risks in shared areas (hallways, stairwells, roof spaces) of residential buildings. A Management Survey is typically required for communal areas built before 2000. |
| Contractors & Project Clients | Must obtain a Refurbishment & Demolition Survey before any building work on structures built before 2000. This ensures all asbestos is identified before disturbance. |
| Homeowners (Domestic) | No legal duty for daily living. However, surveys are strongly recommended before renovation work or if suspect materials are in poor condition, to protect occupants. |
